Yes, you can change your plan yourself in the dashboard at any time. An upgrade takes effect immediately, with the difference prorated for the rest of the billing period, so you get the new limits straight away. A downgrade takes effect from the next billing period.
This makes choosing a plan a decision for today, not for ever: you start with the plan that fits your current size, and as you grow, you switch with one click. The dashboard warns you in advance as you approach your limits, so a change never catches you by surprise.
